MINUTES OF THE TREE ADVISORY BOARD MEETING

February 19, 2013

Pursuant to due call and notice thereof, a regular meeting of the Saint Peter Tree Advisory Board was conducted in the Conference Room of the Public Works Department in the City of Saint Peter on February 19, 2013

A quorum present, Chairperson Stuart Douglas called the meeting to order at 8:37 p.m.

The following Board Members were present: L. Lee Alger, Charles Burgess, Stuart Douglas, Bob Meeks, Mike Meffert, Larry Potts and David Ringler. The following Board Members were absent: Steve Alger, Bill Kautt, Jeff Brand and Jennifer Leslie.  The following ex-officio was present: Lewis Giesking, Director of Public Works.  Also present, Tim Mayo, Maintenance Superintendent and Raoul Blackman, Assistant Forester.   

Approval of Agenda – Charles Burgess a motion, seconded by L. Lee Alger to approve the agenda.

Approval of Minutes – Mike Meffert made a motion, seconded by David Ringler to approve the minutes of the April 19, 2010 meeting.  With all in favor, the minutes were approved.

Emerald Ash Borer Proposed Tree Ordinance Modification – Raoul Blackman gave an overview on the Emerald Ash Borer and suggested changes to the city’s tree regulations.  It is an invasive boring insect that was first found in Michigan around 2002 that left untreated will kill Ash trees once it infects them.  It has spread through the Midwest and has been identified in two areas in Minnesota – Southwest Region and the Twin Cities. The insect is spread through the movement of wood.  The proposed ordinance is designed to be pro-active.  Once a tree is infected there is a 99.7% fatality rate when left untreated.  The chemical treatment while expensive can save a tree. The City has approximately 1,500 Ash Trees on public property and 15% off the boulevard trees in town are Ash trees.  If the proposed ordinance is approved is will make it unlawful to plant Ash trees going forward on public or private property in Saint Peter.  A discussion was held.  In motion by Bob Meeks, seconded by L. Lee Alger Resolution No.2013-01   entitled “A Resolution Recommending An Amendment to the Tree Disease Control and Prevention Ordinance” was introduced.  Upon roll call, Members L. Lee Alger, Charles Burgess, Stuart Douglas, Bob Meeks and Mike Meffert voting ayes and Members Larry Potts and David Ringler voting nayes, the Resolution was declared passed.  A completed copy of Resolution No. 2011-01 is contained in the Public Work’s book entitled Parks and Recreation Advisory Board Resolutions.

Adjournment – Charles Burgess made a motion, seconded by David Ringler to adjourn the meeting.  With all in favor, the meeting was adjourned at 9:14 p.m.
