A meeting of the Saint Peter Planning & Zoning Commission was called to order at 5:30 pm by Chairperson Jerry Harty.  Commission members present were Harty, Chuck Zieman, John Kvamme and Eli Hoehn.  Absent was member Chelsea Alger.  City staff present was Director of Community Development Russ Wille, Administrative Secretary Cindy Moulton, and Water/Wastewater/Stormwater Superintendent Pete Moulton.  Visitor present was Keith Stenzel.

APPROVAL OF AGENDA

A motion was made by Zieman, seconded by Kvamme to approve the agenda as presented.  All members voting aye, the motion carried.

APPROVAL OF MINUTES

A motion was made by Kvamme, seconded by Zieman to approve the minutes of the April 1, 2014, meeting.  All voting in favor, the motion carried.

Drainage Easement Vacation

Keith and Katie Stenzel have negotiated the purchase of Lots 6 & 7, Orchard Ridge Subdivision.  They are requesting the Planning and Zoning Commission recommend to the City Council, to  approve the easement between lots 6 & 7 to enable the Stenzels to straddle the lot line when constructing their single family home.

Wille stated that in order for this to happen, the drainage easement between the two lots would need to be vacated.  Wille added that the Stenzels would need to administratively combine the two parcels into a single tax parcel via the Nicollet County Auditors office.

Wille said that Zimwood Development, current owner of the property, has provided correspondence authorizing the Stenzels to make a request on their behalf.

Pete Moulton said he would check on the need for the easement if the property owner wanted to meet him at the lots after the meeting.

It was suggested that 1.  the recorded drainage easement be amended to say “The recorded “utility” easement. 

A motion was made by Zieman, seconded by Hoehn, to introduce Resolution No. 06, entitled, “Resolution Recommending The Vacation Of Interior Drainage Easement Between Lots Six And Seven, Block Two, Orchard Ridge Subdivision” as amended.  All members voting aye, the Resolution was passed and adopted.

A motion was made by Hulsebus, seconded by Hoehn to adjourn.  All in favor the meeting adjourned at 5:40 p.m.
