MINUTES OF THE PLANNING AND ZONING COMMISSION

June 18, 2015

 

Pursuant to due call and notice thereof, a regular meeting of the Planning and Zoning Commission of the City of Saint Peter was conducted in the Governors' Room of the Community Center on June 18, 2015.  A quorum present, Chairperson Jerry Harty called the meeting to order at 5:30 p.m.  The following members were present:  Commissioners Harty, Joe Urban, Joey Hulsebus, Andy Davis, Eli Hoehn and Chuck Zieman.  The following official was present: Community Development Director Wille, Administrative Secretary Cindy Moulton and Director of Public Works Pete Moulton. 

Approval of Agenda – A motion was made by Zieman, seconded by Hulsebus, to approve the agenda.  With all in favor, the motion carried.  

Approval of Minutes  - A motion was made by Hulsebus, seconded by Urban to approve the minutes of the March 5, 2015 regular Planning and Zoning Commission meeting.  With all members in favor the minutes were approved as presented.

 ISD #508 – Annexation Petition

Wille stated that the City of Saint Peter and Independent School District #508 have been jointly planning a site which would accommodate a new school which was approved by the voters.  The development will include the new school, school athletic facilities, as well as recreational facilities owned by the City.

The City owns land immediately adjacent to the to the existing city limits.  The parcel is wholly owned, by the City which does not require a public hearing according to State Statute.  Wille stated that the land can be annexed by ordinance.

Wille said the parcel owned by ISD #508 is also immediately adjacent to the existing city limits.  The 60 acre parcel is not served by municipal water or sewer service.  Wille stated that this land can be annexed upon the receipt of a petition from 100% of the property owners. The City Council will hold a public hearing regarding the annexation of the School property at their Monday, June 22, 2015 meeting. 

Wille suggested that the properties be zoned (R-3) Multi-family Residential upon annexation.  Wille explained that Secondary (High School) Education and recreational facilities are allowed within the R-3 district as a Conditional Use.  The City and ISD #508 will apply for a Conditional Use Permit.

The City and ISD #508 will be jointly submitting a Preliminary Plat and Final Plat of the properties once annexed.  The Planning Commission will review the plats at the July 16, 2015 meeting.  Wille said that the Plats will not include the layout of the building or other facilities.

Hulsebus asked what the future was of Outlot A.  Will stated that the land cannot be developed until platted.

A motion was made by Zieman, seconded by Hulsebus to introduce Resolution No. 2015 – 04 entitled, “Resolution Recommending The Annexation By Ordinance And Zoning Designation Of A Tract Of Land Owned By Independent School District #508”.  All members voting aye, the Resolution was passed and adopted.

City of St. Peter – Annexation by Ordinance

A motion was made by Zieman, seconded by Urban to introduce Resolution No. 2015-05 entitled, “Resolution Recommending The Annexation By Ordinance And Zoning Designation Of A Tract Of Land Owned By The City Of Saint Peter, Minnesota”.  All members voting aye, the Resolution was passed and adopted.

There being no further business, a motion was made by Hoehn, seconded by Davis, to adjourn.  With all in favor, the motion carried and the meeting adjourned at 5:40 p.m.
