November 12, 2013

The regular scheduled meeting of the Saint Peter Planning & Zoning Commission was called to order at 5:31 p.m. by Member John Kvamme. Commission members present were Kvamme, Joey Hulsebus, Chuck Zieman, Jerry Harty, Cole Turrittin, Eli Hoehn and Chelsea Alger (5:31).  City staff present was Director of Community Development Russ Wille, Administrative Secretary Cindy Moulton, and Public Works Director Lewis Giesking.  

APPROVAL OF AGENDA

A motion was made by Harty, seconded by Hoehn to approve the agenda as presented.  All members voting aye, the motion carried.

APPROVAL OF MINUTES

A motion was made by Zieman, seconded by Turritin to approve the minutes of the October 1, 2013 meeting.  All voting in favor, the motion carried.

NEW BUSINESS

North 3rd Street – Vacate former R-O-W

Wille stated that the final plat of Hallett Pond Addition was previously approved by the City Council.  The replatting of the area resulted in the realignment of Third Street.  The right-of-way for the new alignment was established by the plat. 

Wille said the right-of-way for the former alignment of Third Street was to be vacated by the City and then deeded to Northern Con-Agg as a property swap.  The property transfer is required as per the terms of a development agreement by and between the City of Saint Peter and Northern Con-Agg.

A motion was made by Alger, seconded by Harty to introduce Resolution No. 2013-11 entitled, “A Resolution Recommending That The City Council Approve The Vacation Of The Former North Third Street Right-Of-Way within The Final Plat Of Hallett Pond Addition”.  All members voting aye, the Resolution was passed and adopted.

REPORTS

Intern – The City has hired an intern to update the City of Saint Peter’s land use map as well as  create other maps that pertain to rentals, building permits within the last 10 years, etc. The intern will be working out of the Bolton & Menk office using their software/hardware.

Birthing Center -  Wille stated that the City Council modified the City Code to include “birthing centers” as a conditional use in certain zoning districts. Wille will furnish a staff report at the December 3, 2013 meeting.
