MINUTES OF THE PARKS & RECREATION ADVISORY BOARD

DECEMBER 16, 2013

Pursuant to due call and notice thereof, a regular meeting of the City of Saint Peter Parks & Recreation Advisory Board was conducted in the Conference Room of the Department of Public Works on December 16, 2013.

A quorum present, Chairperson Stu Douglas called the meeting to order at 7:00 p.m.  The following Board Members were present: L. Lee Alger, Steve Alger, Jeff Brand, Stu Douglas, Mike Meffert, Bob Meeks, Larry Potts and David Ringler. The following Board Members were absent: Charles Burgess, Bill Kautt and Jennifer Leslie.  The following ex-officios were present: Lewis G. Giesking, Director of Public Works and Tim Mayo, Maintenance Superintendent
 
Approval of Agenda – Larry Potts made a motion, seconded by Lee Alger, to approve the agenda.  With all in favor, the agenda was approved.

Approval of Minutes – Lee Alger made a motion, seconded by Larry Potts, to approve the minutes of the November 18, 2013 meeting.  With all in favor, the minutes were approved.

Visitors – There were no visitors present.

Ramsey Park – Lew Giesking reviewed the discussion of the November Board meeting concerning Ramsey Park improvements including development of a ball diamond combined with a play area.  This park will be improved as part of the Washington Link project. A map was provided by Bolton & Menk, Inc of the Ramsey Park plans; showing in detail where sidewalks and storm water basins will be located.  Preparation will keep moving forward with the school about the park. The Board agreed upon adding plans to the improvements list of proposed playground equipment, for pre-school/elementary age, located north of the proposed sidewalk. 

Riverside Nature Park and Riverside Extension Park – Stu Douglas reviewed the discussion of the November Board meeting concerning Riverside Nature Park and Riverside Extension Park improvements.  Updates were made to the priority list. A reminder that these parks were constructed with Lawcon grant funds which restrict the types of activities/facilities that can be conducted in the park.

Stones Park – Stu Douglas reviewed the discussion of the November Board meeting concerning Stones Park improvements.  Tim Mayo recommended that once the power line comes down, to plan to identify property lines with split rail fence.

New Business
A.   Traverse des Sioux Park – Lew Giesking reviewed the supplied map to show the boundaries of the park.  Stu Douglas then went through the planned improvements list with the Board and updates were made.

B.   Veterans Memorial Park – Lew Giesking reviewed the supplied map to show the current park area.  Stu Douglas went through the planned improvements and updates were suggested and added to the list.

Reports
Jane Timmerman was not present so there were no reports were given from Recreation and Leisure activities.

Tim Mayo and Lewis Giesking reported on:
1. Review Veterans Memorial Site Options – Discussion is currently underway with Nicollet County considering the possibility of the new building site.
2. Ice Rink Preparation – The rink is now open and the lights are all working.
3. Sand Volleyball League – Lance Dlouhy is working on setting up a sand volleyball league for this summer at Minnesota Square Park.
4. Sidewalk Snow Removal – A map was shared for the winter months showing sidewalk that will not receive snow removal. 
5. Ice Fishing on Hallett’s Pond – Lew Giesking shared there was an inquiry on ice fishing on the pond, which is a wetland controlled by DNR.  Ice fishing is allowed on Hallett’s Pond, but not the Mill Pond.
6. 2014 Meeting Date Schedule

Adjournment – Lee Alger made a motion, seconded by Steve Alger to adjourn the meeting.  With all in favor, the meeting was adjourned at 9:00 p.m.
