MINUTES OF THE PLANNING AND ZONING COMMISSION
March 3, 2016

Pursuant to due call and notice thereof, a regular meeting of the Planning and Zoning Commission of the City of Saint Peter was conducted in the Governors' Room of the Community Center on March 3, 2016.  A quorum present, Community Development Director Russ Wille called the meeting to order at 5:30 p.m.  The following members were present:  Commissioners Joseph Urban, Andy Davis, Ken Rossow, John Kvamme, Joey Hulsebus and Jeff Brand. The following member was absent; Jerry Harty. City staff present were Community Development Director Wille, Administrative Secretary Cindy Moulton and City Engineer Jeff Domras.  Visitors present were Don Wolfe and Craig Eckert representing Traverse Township.

 Approval of Agenda – A motion was made by Kvamme, seconded by Hulsebus, to approve the agenda.  With all in favor, the motion carried. 

 Oath of Office – Wille administered the Oath of Office to new member Ken Rossow.

 Election of Officers - A motion was made by Urban, seconded by Davis to nominate Harty for Chairperson. All members voting aye, the motions carried.  A motion was made by Hulsebus, seconded by Brand to nominate Urban as Vice Chairperson.  All members voting aye, the motions carried.

 Approval of Minutes – A motion was made by Davis, seconded by Kvamme, to approve the minutes of the November 5, 2015 regular Planning and Zoning Commission meeting. With all members in favor, the motion carried and the minutes were approved.  A complete copy of the minutes of the regular Planning and Zoning Commission meeting is contained in the Community Development book entitled Planning and Zoning Commission Minutes. 

 Public Hearing

Wille reviewed the background of the planned new subdivision (temporarily called Traverse Acres Subdivision).  He said the City purchased a 62.72 acre parcel of land from Independent School District 508 and the City Council provided for the annexation of the property by ordinance, at which time the property was designated R-3.

Wille explained that the Preliminary Plat exhibits 131 single family residential properties as well as two sites reserved for the construction of multi-family housing.  The City will seek a private developer or Southwest Minnesota Housing Partnership SWMHP) to purchase and develop the larger lots.  Wille indicated that the subdivision will be constructed in three phases. 

Domras reviewed the location of streets, sidewalks, trails and utilities as they relate to the Plat.

Rossow asked if the City is planning on establishing a TIF District.  Wille said the City was planning on a 15 year TIF District.

Discussion was held on the proposed lot sizes.  Wille said that the lot sizes are similar to those in Nicollet Meadows and Washington Terrace Subdivisions, which meet the City’s subdivision ordinance.  Wille indicated that the spec homes will sell for approximately $195,000 to $200,000.  Rossow commented that the prices seemed high considering the small lot sizes.  Wille said that the cost of building has increased substantially.

Wille said that in order for the subdivision to move forward, the sealed bids will need to be at or less that than the projected project costs.

Urban opened the public hearing at 6:03 pm. 

Don Wolf representing Traverse Township expressed his concern regarding County Road 51.  He indicated that if the county were to give the Township ownership of the road, the Township would not have any means to maintain it.  He asked if the City would have any interest in obtaining the road if the ownership would be obtained by the Township.  Wille and Domras said they didn’t see the ownership of County Road 51 being transferred to the Township in the near future. 

Eckert, also representing Traverse Township asked if the City would work with them regarding the traffic circulation onto 361st Avenue from the high school parking lot north to Traverse Road.

Urban closed the public hearing at 6:10 pm.

Preliminary Plat – City of Saint Peter

Since the City’s subdivisions are basically constructed for starter homes, Rossow asked what the residence do when they outgrow their home.  Wille said they tend to finish the basement.

Wille recommended the resolution approving the Preliminary Plat of Traverse Acres Subdivision.

A motion was made by Davis, seconded by Kvamme to introduce Resolution No. 2016-01 entitled, “Resolution Recommending Approval Of The Preliminary Plat Of Traverse Acres Subdivision”.  All members voting aye, the Resolution was passed and adopted.

Final Plat – City of Saint Peter

Wille recommended the approval of the Final Plat of Traverse Acres Subdivision.

A motion was made by Hulsebus, seconded by Kvamme to introduce Resolution No. 2016-02 entitled, “Resolution Recommending Approval Of The Preliminary Plat Of Traverse Acres Subdivision”.  All members voting aye, the Resolution was passed and adopted.

There being no further business, a motion was made by Davis, seconded by Hulsebus, to adjourn.  With all in favor, the motion carried and the meeting adjourned at 6:20 p.m.
