MINUTES OF THE PLANNING AND ZONING COMMISSION

January 7, 2015

 

Pursuant to due call and notice thereof, a regular meeting of the Planning and Zoning Commission of the City of Saint Peter was conducted in the Governors' Room of the Community Center on January 7, 2015.  A quorum present, Community Development Director Russ Wille called the meeting to order at 5:30 p.m.  The following members were present:  Commissioners Harty, Kvamme, Hoehn, Hulsebus and Zieman – arrived at 5:35.  The following official was present: Community Development Director Wille.  Visitors present were Jim Golgart, Larry Kaduce and Pastor Jon Braun. 

Approval of Agenda – A motion was made by Hulsebus, seconded by Harty, to approve the agenda.  With all in favor, the motion carried. 

Election of Officers  - A motion was made by Hulsebus, seconded by Hoehn to nominate Harty as Chairperson of the Planning and Zoning Commission.  Nominations ceased.  All members voting in favor, Harty was elected Chairperson.

 A motion was made by Hoehn, seconded by Kvamme to nominate Hulsebus as Vice Chairperson of the Planning and Zoning Commission.  Nominations ceased.  All members voting in favor, Hulsebus was elected Vice Chairperson.

 Chairperson Harty resumed the duties of the chairperson.

Approval of Minutes – A motion was made by Hulsebus, seconded by Kvamme, to approve the minutes of the October 1, 2014 regular Planning and Zoning Commission meeting. With all members in favor, the motion carried and the minutes were approved.  A complete copy of the minutes of the October 1, 2014 regular Planning and Zoning Commission meeting is contained in the Community Development book entitled Planning and Zoning Commission Minutes. 

River of Life Church – Conditional Use Permit (830 N. Sunrise Drive)

Wille stated that River of Life Church has negotiated the acquisition of 830 North Sunrise, formerly known as Grandview Good Samaritan Nursing Home.  River of Life Church would like to establish a new church (Religious Assembly).

Wille indicated that the property is zoned (C-5) Business/Professional Office.  He said Religious Assembly is an allowable Conditional Use within the C-5 district. 

The Church would like to perform minor alterations to the interior of the structure to accommodate the intended use.  They are proposing to establish a sanctuary with seating for up to 100 persons.

Wille indicated that at the present time there are 54 parking stalls which meets the parking needs.  He said that there needs to be a minimum of one stall per 5 seats for a Religious Assembly use.

Wille reviewed the seventeen standards applicable to the Board of Appeals and Adjustments.  The standards are contained in Article VII of Chapter 24 of the Saint Peter City Code.  He did not identify any potential conflict between a new church at 830 North Sunrise Drive and the permitted uses within the immediate vicinity.  He recommended approval. 

Kvamme felt the use of the building seemed appropriate for the neighborhood. 

Kvamme commented that he would like to see an Ordinance adopted on light interference that affects residential areas.

Golgart stated that the back lit sign would be on a timer and shut of between 10 and 11 pm.

In motion by Zieman, seconded by Hulsebus, Resolution No 2015-01, entitled “Resolution Recommending The Unconditional Approval Of A Conditional Use Permit Application Submitted By River Of Life Church To Allow For The Establishment of Religious Assembly At 830 North Sunrise Drive”.  Upon roll call, with all in favor, the Resolution was declared passed and adopted. 

Comp Plan – Emily FitzSimmons

Wille stated that an intern from Gustavus Adolphus College will be working on the Comprehensive Plan. 

Wille said that once the Parks Plan has been adopted by its Board, the plan will be included in the Comprehensive Plan.  Wille indicated that the City Council will approve the Parks Plan prior to the plan coming to the Planning and Zoning Commission.

Reports

Wille informed the Commission that the Housing Plan updates call for additional affordable housing.  The City is contemplating developing a third neighborhood similar to Nicollet Meadows and Washington Terrace.

There being no further business, a motion was made by Hulsebus, seconded by Hoehn, to adjourn.  With all in favor, the motion carried and the meeting adjourned at 6:03 p.m.
